Dear Ms. Casey:

The U.S. Nuclear Regulatory Commission (NRC) was asked by the White House to respond to your May 4, 2009, letter to President Sarack Obama regarding the Oyster Creek Nuclear Generating Station (Oyster Creek). In your letter, you expressed concern about leakage from buried piping at Oyster Creek.

The NRC is aware of this issue and has monitored Exelon Generation Company, LLC's (Exelon) corrective actions to address the above-mentioned issue. The NRC reviews and assesses nuclear plant design, licensing requirements, and ongoing plant performance to ensure that reactors are operating safely and in accordance with applicable regulations. In the case of significant degraded conditions, NRC regulations require that the licensee take corrective actions to address the issue and preclude recurrence.

Exelon has completed repairs that have ceased the referenced leakage and has taken a number of additional measures to prevent further degradation that could result in leakage. We have reviewed these measures and found them to be acceptable. The NRC staff has and will continue to monitor Exelon's activities at Oyster Creek and, if necessary, will take appropriate regulatory or enforcement actions required to protect the pubnc health and safety.

The NRC recognizes the public's interest in the safe regulation of nuclear activities and we appreciate feedback from the public to help inform our regulatory decision making.
