Event Description During power escalation, routine chemical analysis of the contents of the boric acid storage tanks indicated that both tanks had boric acid concentrations in excess of the 13% upper limit stated in Tech. Specs.

Concentrations in Tanks 21 and 22 were 13.6% and 13.2% respectively. Correc tive action to return both tanks below 13% was completed within a few hours.

Additional Factors This occurrence was originally determined to be reportable under Regulatory Guide 1.16, Rev. 4, Section C.2.b(2).

During the subsequent plant review process, however, it was determined that the event should be reported under Regulatory Guide 1.16, Rev. 4, Section C.2.a(2).

Immediate notification to the NRC was accomplished on December 29, 1976 by telephone, followed by written confirmation on December 30, 1976.
