OF OCTOBER 22,2009, MEETING WITH EXELON TO DISCUSS OYSTER CREEK NUCLEAR GENERATING STATION AND EXELON FLEET LESSONS-LEARNED ON BURIED PIPING ISSUES (TAC NO. MD7129)

On October 22, 2009, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon at the Legacy Hotel, 1775 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Oyster Creek and Exelon Fleet lessons-learned regarding buried piping. The presentation slides used by Exelon are available in the Agencywide Documents Access and Management System under Accession No. ML092940701. Enclosed is a list of attendees.

The meeting was opened with remarks from Jack Grobe, Associate Director for Engineering and Safety Systems in the NRC's Office of Nuclear Reactor Regulation. Subsequently, the meeting was turned over to Exelon.

Exelon began by presenting a summary of the two recent leaks at Oyster Creek. This discussion included an assessment of the causes of the leaks and a discussion of why previous inspections did not identify the pipe degradation prior to leaking. Then, Exelon discussed its plans to modify its buried pipe inspection program in the future. These actions included reclassification of piping based upon risk and actions such as augmentation of cathodic protection, enhanced examination techniques, and modification to the piping to increase accessibility for inspection and decrease susceptibility to degradation.

The NRC staff engaged Exelon with questions throughout the presentation Following the presentation and some remarks by the NRC staff, comments and questions from members of the public were entertained.
