Acceptance of SNC Application dated Sept 15, 2009 on Farley ESFAS Interlocks TAC NOS ME2247 - ME2248 By letter dated September 15, 2009, (ML092590164), SNC submitted a request to revise the Technical Specifications (TS), Appendix A to Facility Operating License Nos. NPF-2 and NPF-8 for the Joseph M. Farley Nuclear Plant Units 1 and 2, respectively. The changes would clarify the TS applicable to the P-11 and P-12 permissive/interlock functions of the Engineered Safety Feature Actuation System. An editorial change is also proposed to TS 5.6.8 to correct a citation requiring a report for the post accident monitoring instrumentation. The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this application. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the SNCs request in terms of regulatory requirements and the protection of public health and safety and the environment.

If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
