OF TELEPHONE CONFERENCE CALL HELD ON OCTOBER 1, 2009, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ARIZONA PUBLIC SERVICE COMPANY, CONCERNING DRAFT REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Arizona Public Service Company (the applicant) held a telephone conference call on October 1, 2009, to discuss and clarify the staffs draft request for additional information (RAI) concerning the Scoping and Screening: Structures section of the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, license renewal application. The purpose of the telephone conference call was to clarify the intent of the draft RAI. provides a listing of the participants and Enclosure 2 is a listing of questions discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

DRAFT REQUESTS FOR ADDITIONAL INFORMATION PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Arizona Public Service Company (the applicant) held a telephone conference call on October 1, 2009, to discuss and clarify the following draft requests for additional information (D-RAIs) concerning the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, (PVNGS) license renewal application (LRA).

D-RAI 2.4.1-1 Based on the staffs review of Section 2.4.1, Containment Building, and Table 2.4-1 of the LRA, it is not clear if the hatches/plugs, caulking and sealant have been included within the scope of license renewal and subject to an aging management review (AMR). If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.

D-RAI 2.4.2-1 Based on the staffs review of Section 2.4.2, Control Building, and Table 2.4-2 of the LRA, it is not clear if the following components have been included within the scope of license renewal and subject to an AMR:

  • Boot seals penetration
  • Instrument panels and racks If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

Discussion: The applicant stated that instrument panels and racks were addressed in Section 2.4.14, Supports, of the LRA. The applicant also stated that the boot seals are not used in the Control Room pressure boundary. Therefore, this question is withdrawn and will not be sent as a formal RAI.

D-RAI 2.4.3-1 Based on the staffs review of Section 2.4.3, Diesel Generator Building, and Table 2.4-3 of the LRA, it is not clear if the following components have been included within the scope of license renewal and subject to an AMR:

  • Instrument panels and racks ENCLOSURE 2

If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

Discussion: The applicant stated that fire barrier coatings and wraps are not credited in the Diesel Generator Building as noted in the PVNGS Updated Final Safety Analysis Report fire hazard analysis. The applicant also noted instrument panels and racks were addressed in Section 2.4.14, Supports, of the LRA. Therefore, this question is withdrawn and will not be sent as a formal RAI.

D-RAI 2.4.4-1 Based on the staffs review of Section 2.4.4, Turbine Building, and Table 2.4-4 of the LRA, it is not clear if the following components have been included within the scope of license renewal and subject to an AMR:

  • Compressible joints and seals
  • Instrument panels and racks If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

Discussion: Based on the discussion with the applicant, the staff agreed to revise this question as follows. The revised question will be sent as a formal RAI.

Based on the staffs review of Section 2.4.4, Turbine Building, and Table 2.4-4 of the LRA, it is not clear if the compressible joints and seals have been included within the scope of license renewal and subject to an AMR. If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

D-RAI 2.4.5-1 Based on the staffs review of Section 2.4.5, Auxiliary Building, and Table 2.4-5 of the LRA, it is not clear if the boot seal penetration has been included within the scope of license renewal and subject to an AMR. If the component is not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If it is excluded from the scope of license renewal, please provide the basis for its exclusion.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.

D-RAI 2.4.6-1 Based on the staffs review of Section 2.4.6, Radwaste Building, and Table 2.4-6 of the LRA, it is not clear if the following components have been included within the scope of license renewal and subject to an AMR:

  • Caulking and sealant
  • Concrete block (masonry wall)
  • Penetrations If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

Discussion: The applicant stated that the applicable penetrations were addressed as individual components, and the concrete block, caulking, and sealant are not applicable to this building. The NRC staff agreed; and therefore, this question is withdrawn and will not be sent as a formal RAI.

D-RAI 2.4.8-1 Based on the staffs review of Section 2.4.8, Station Blackout Generator Structures, and Table 2.4-8 of the LRA, it is not clear if the following components have been included within the scope of license renewal and subject to an AMR:

  • Roofing membrane
  • Penetrations
  • Fire barrier seals If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

Discussion: The applicant stated that the Station Blackout Generator Building is a steel building with metal siding on concrete foundation and that the applicable penetrations are addressed as individual components in the LRA. The roofing membrane and fire barrier seals are not applicable to this building. The NRC staff agreed; and therefore, this question is withdrawn and will not be sent as a formal RAI.

D-RAI 2.4.9-1 Based on the staffs review of Section 2.4.9, Fuel Building, and Table 2.4-9 of the LRA, it is not clear if the following components have been included within the scope of license renewal and subject to an AMR:

  • Instrument panels and racks

If the components are not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If they are excluded from the scope of license renewal, please provide the basis for their exclusion.

If the component is not included due to oversight, please discuss whether these components are within the scope of license renewal and subject to an AMR. If it is excluded from the scope of license renewal, please provide the basis for its exclusion.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.
