SITE VISIT OBSERVATION 09/25/2009 NAME OF ORIGINATOR ORGANIZATION Joel T. Munday RII/DRP LICENSEE Duke Power/ Oconee SENIOR LICENSEE PERSON TITLE OF SENIOR LICENSEE PERSON David Baxter Site Vice President PURPOSE OF VISIT Met with Sr. Resident Inspector and Resident Inspectors. Toured many areas of the plant including portions of the Turbine Bldg., safe shutdown facility, Keowee hydro station, OSC, TSC, outs ide areas and the main control rooms, I also met with the licensee management to discuss plant performance an d interactions with the NRC. I attended an exit meeting for a Security baseline inspection. Last, I presented operator license certificates.

INSPECTOR(S) OBSERVED Andy Sabisch - Senior Resident Inspector Eric Riggs - Resident Inspector Kevin Ellis - Resident Inspector SAFETY ISSUES Observed ongoing maintenance/modification associated with the SSF.

SECURITY ISSUES Discussed corrective actions licensee had taken to several vehicles being left unattended inside the protected area.

Note: When documenting the licensee's comments, be as specific as possible with respect to the NRC organization involved and the associated characteristics (communication, timeliness, quality of activity, wor king relationship, etc.).

FAVORABLE FEEDBACK Licensee indicated they have good communications with the resident inspectors and Branch Chief.

UNFAVORABLE FEEDBACK (ISSUE OR PROBLEM)

None OTHER COMMENTS Licensee is concerned with the ultimate resolution to the impacts of a Jocassee dam breach to the nuclear plant.

Although much work has been completed, they are concerned that if NRC reviewers change, much work will have to be duplicated or re-done. They are preparing for an upcoming meeting with t he NRC on this subject and believe they are prepared with a path toward resolution. They are concerned about the level of documentation that may need to be docketed in order to resolve this issue.

RECOMMENDATIONS/RESOLUTION None ACTIONS NEEDED Continue dialogue with licensee on flooding issues. Maintain the extra RI in place until the site modifications (HELB, flood, etc.) are complete.
