SUBJECT:

LOGISTICS TRIP REPORT TO SALEM AND HOPE CREEK NUCLEAR STATIONS AND SALEM, NEW JERSEY On Wednesday, July 15, 2009, I conducted the subject trip to determine the Agency logistics requirements and to advise local office holders of the licensees plan to submit a license renewal application.

Individuals contacted and discussions:

Mr. Earl Gage, Clerk of the Board/Administrator, County of Salem, New Jersey, Board of Freeholders and Mayor of Salem, New Jersey.

I gave Mr. Gage copies of the License Renewal Frequently Asked Questions, NUREG-1850 and the Reactor License Renewal Brochure, NUREG/BR-0291 and used that information as the basis for briefing him on the license renewal process.

Mr. Gage expressed his appreciation for the information and briefing. He had the following requests:

  • That we do a short presentation with a question and answer session for the Municipal Alliance meeting of local mayors in towns near the plant site.
  • That we be available for questions from the Freeholders.

Mr. Gage is the contact person for the Emergency Response facility at Salem, NJ and offered to allow us to use the facility for our public meetings. He advised that the capacity was approximately 100 persons. We discussed the fact that we would schedule two meetings (afternoon and evening) and that the U.S. Nuclear Regulatory Commission (NRC) would provide materials and advertising.

I gave Mr. Campbell a copy of the License Renewal Frequently Asked Questions, NUREG-1850 and my contact information.

  • Mr. Campbell expressed his appreciation for the information and he too requested that we meet with the Municipal Alliance meeting of local mayors in towns near the plant site.

Library staff at Salem Free Public Library. The staff had the following request from Mr. Jeffrey Dilks, Library Director:

  • That we send a formal letter requesting that the library hold a copy of the Salem - Hope Creek license applications for public use. The letter was sent on July 27, 2009 (ML092040064).

Mr. Bo Borland, Account Executive, Todays Sunbeam Newspaper, Salem County, New Jersey.

We discussed cost and availability of advertising for the public meetings, to be held in the area for license renewal.

  • There are two newspapers in the two New Jersey counties adjacent to the plant site, in Salem and Cumberland County.
  • The average costs for a 2 x 6 advertisement would be approximately $550/day to publish in both papers. The exact cost would be based on the review of the Photo ready copy of the ad.

Public Service Enterprise Group (PSEG) and Exelon personnel contacted:

We discussed the following items:

  • The application will be hand delivered to the NRC at 1:00 p.m. on August 18, 2009.
  • The room and photographer have been arranged.
  • The licensee requested that there be a break between audits to give the applicant time to prepare for the next audit.

  • I requested that the applicant provide us with dates of outages, inspections, or other activities that would interfere with the audit scheduling.
  • I requested a refinement of the materials provided at the March public meeting, to better show commonality across programs and across sites. This would allow better efficiency of our auditors and contractors.

I have talked with the Region I State Liaison Officer, Nancy McNamara. She will coordinate with officials with the state of Delaware to determine the need for public meeting in Delaware.
