TECHNICAL SPECIFICATION TASK FORCE TRAVELER 400-A, REVISION 1, CLARIFY SR ON BYPASS OF DG AUTOMATIC TRIPS

Dear Members,

Technical Specification Task Force (TSTF) Traveler 400-A, Revision 1, Clarify SR [surveillance requirement] on Bypass of DG [diesel generator] Automatic Trips, (Agencywide Documents Access and Management System Accession No. ML083380672) removes the list of emergency diesel generator (EDG) critical trips from Improved Standard Technical Specifications Surveillance Requirement 3.8.1.13. Subsequent to the U.S. Nuclear Regulatory Commission (NRC) approval of TSTF Traveler 400-A, Revision 1, the NRC staff revised the guidance in Regulatory Guide (RG) 1.9, Application and Testing of Safety-Related Diesel Generators in Nuclear Power Plants, Revision 4. The RG 1.9 revision provides explicit guidance that the NRC staff considers testing of EDG critical trips as necessary.

The NRC staff requests a meeting with the members of the TSTF, to discuss approval and continued use of TSTF Traveler 400-A, Revision 1. We respectfully request a meeting before August 14, 2009. Please contact Michelle Honcharik at 301-415-1157.

Technical Specification Task Force Traveler 400-A, Revision 1, Clarify SR on Bypass of DG Automatic Trips ENCLOSURE Technical Specification Task Force (TSTF) Traveler 400-A, Revision 1, dated November 30, 2004 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML083380672), relocates the following list of Emergency Diesel Generator (EDG) automatic critical trips, in Improved Technical Specification Surveillance Requirement (ITS SR) 3.8.1.13 (Revision 3 of NUREGs 1430, 1431, 1432, 1433, and 1434), from the ITS pages to the TS Bases pages:

a. Engine Overspeed;
b. Generator differential current,

[c. Low lube oil pressure;

d. High crankcase pressure, and
e. Start failure relay.]

TSTF Traveler 400-A, Revision 1, notes that this change clarifies ITS SR 3.8.1.13 to state that the SR only verifies that non-critical EDG trips are bypassed.

For licensees who do not have a Bases Control Program, the NRC staff has determined that relocation of the list of EDG trips, designated as critical, to the TS Bases is not appropriate.

Information such as a list of EDG protective actuation signal trips that are defined as critical and non-critical should, in these cases, be relocated to the plant Updated Final Safety Analysis Report (UFSAR), either directly or incorporated by reference.1 The information will then be described in the UFSAR such that changes will be subject to evaluation under the criteria contained in Title 10 of the Code of Federal Regulations (10 CFR) Section 50.59(c)(2). This will ensure that changes to the list of critical and non-critical EDG trips will be reviewed by the NRC staff when appropriate. Since the scope of 10 CFR 50.59 is not applicable to all TS Bases (i.e.,

only plants that have converted to the ITS have Bases Control Programs subject to 10 CFR 50.59), relocation of the information to the TS Bases does not provide the level of control required to ensure that prior NRC approval is required for changes to the information.

In addition, subsequent to NRC approval of TSTF Traveler 400-A, Revision 1, the NRC staff changed the guidance in Regulatory Guide (RG) 1.9, Application and Testing of Safety-Related Diesel Generators in Nuclear Power Plants, Revision 4, dated March 2007 (ADAMS Accession No. ML070380553). This revision provides explicit guidance stating that the NRC staff considers testing of EDG critical trips as necessary. Paragraph 2.2.11, Periodic-Trip Bypass Test, of RG 1.9, Revision 4, states the following:

Clause 7.5.12 of IEEE Std 387-1995 should be supplemented as follows:

This test involves demonstrating that automatic diesel generator unit trips are automatically bypassed as designed. Typically, engine overspeed, generator differential current trip and those trips retained with coincident logic are not bypassed. This test should also verify that the critical protective trips that are not automatically bypassed perform their intended function.

This revision to RG 1.9 reflects the NRC staffs current guidance regarding the testing of EDG critical protective actuation trips. Therefore, the NRC staff no longer supports the position reflected in TSTF Traveler 400-A, Revision 1.
