PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 - DRAFT SAFETY EVALUATION FOR LICENSE AMENDMENT REQUEST FOR TECHNICAL SPECIFICATIONS CHANGES TO ALLOW USE OF WESTINGHOUSE 0.422-INCH OD 14X14 VANTAGE+ FUEL (TAC NOS. MD9142 AND MD9143)

By letter dated June 26, 2008, as supplemented by letters dated August 4, August 26, and November 14,2008, and January 30, February 9, February 20, March 12, and May 4 (2 letters),

2009, Nuclear Management Company, LLC, a predecessor license holder to Northern States Power Company, Minnesota submitted a license amendment request (LAR) to the U.S. Nuclear Regulatory Commission (NRC) staff for review. The LAR proposed to revise the Prairie Island Nuclear Generating Plant, Units 1 and 2 (PINGP) Technical Specifications (TSs) to allow the use of Westinghouse 422 VANTAGE+ nuclear fuel and to make changes to certain references identified in the Design Features section of the PINGP TSs. Enclosed is a copy of the NRC staff's draft safety evaluation (SE) for the subject LAR.

Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR) we have determined that the enclosed draft SE does not contain proprietary information. However, we will delay placing the draft SE in the NRC public document room for a period of 10 working days from the date of this letter to provide you with the opportunity to comment on any proprietary aspects. If you believe that any information in the enclosure is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. The final SE will be issued after making any necessary changes and will be made publicly available.

The Enclosure may contain Official Use Only - Proprietary Information. When separated from the Enclosure, this document is decontrolled.
