Dear Commissioners and Staff:

The U. S. Nuclear Regulatory Commission (NRC) issued NRC Generic Letter (GL) 2008-01 (Reference 1) to request that each licensee evaluate its Emergency Core Cooling System, Residual Heat Removal System, and Containment Spray System licensing basis, design, testing, and corrective actions to ensure that gas accumulation is maintained less than the amount that challenges operability of these systems, and that appropriate action is taken when conditions adverse to quality are identified.

Document Control Desk SMay 26, 2009 Page 2 PG&E Letter DCL-09-038 In Reference 2, PG&E made the following commitment:

PG&E will perform any necessary confirmatory walkdowns of inaccessible piping in the Diablo Canyon Power Plant (DCPP) Unit 1 containment during Unit 1 Refueling Outage Fifteen (1 R1 5), currently scheduled to begin in January 2009. Any corrective actions that are identified that PG&E determines can reasonably be performed during 1 R1 5 will be completed during that refueling outage. Any other corrective actions that are identified during 1 R1 5 which cannot be completed will be implemented prior to restart following Unit 1 Refueling Outage Sixteen. PG&E will provide a supplemental submittal within 60 days of the completion of 1 R1 5 describing any corrective actions identified and their schedule for completion.

PG&E completed DCPP 1 R1 5 on March 24, 2009.

PG&E performed walkdowns during 1 R1 5 of inaccessible piping in the DCPP Unit I containment. PG&E did not identify any additional corrective actions beyond those previously provided in Reference 3.

PG&E used an enhanced system restoration procedure when coming out of 1 R1 5 to flush gas out of the system. Post outage ultrasonic testing verifications were performed a month after the outage and no gas accumulation was detected.

This response is submitted in accordance with 10 CFR 50.4.

PG&E makes no regulatory commitments (as defined by NEI 99-04) in this letter.

This letter includes no revisions to existing regulatory commitments.
