Application Accepted - Byron Unit No. 2 Relief Requests I3R-16 and 17 (ME1066-67)
- Pat, By letter dated April 2, 2009, Exelon Generation Company, LLC (the licensee) submitted two relief requests (RRs) for Byron Station, Unit No. 2 (ADAMS Accession Number ML091030449).
The April 2, 2009 letter requested: approval to use an alternative examination frequency under the American Society of Mechanical Engineers Boiler and Pressure Vessel Code, Code Case N-729-1 for reactor vessel head penetration welds (RR I3R-16), and relief from the requirements for limited examination of reactor vessel head penetration welds (RR I3R-17).
The purpose of this message is to provide the results of the Nuclear Regulatory Commission (NRC) staff's acceptance review of these relief requests. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the requests had any readily apparent information insufficiencies in their characterization of the regulatory requirements or the licensing basis of the plant.
Pursuant to Sections 50.55a(a)(3)(i) of Title 10 of the Code of Federal Regulations, the applicant shall demonstrate that the proposed alternatives would provide an acceptable level of quality and safety.
The NRC staff has reviewed your requests and has concluded that they do provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed relief requests in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the NRC staff to complete its technical review, you will be advised by separate correspondence.
In accordance with our process as described in LIC-109, "ACCEPTANCE REVIEW PROCEDURES," I am placing a copy of this email in ADAMS as a publicly-available, official agency record.
