NRC Operator Licensing Initial Exam Results Millstone Power Station, Unit 2 (Cover letter publicly available; enclosures non-public.)

Dear Mr. Spence:

The purpose of this letter is to inform you of the individual examination results for your applicants on the initial written examination conducted on February 24, 2009 and the walk-through (overall) and/or simulator operating tests administered January 26 - January 30, 2009 at your facility.

This meets the intent of Section E.1 of ES-501 of Revision 9, Supplement 1, of NUREG 1021, Operator Licensing Examination Standards for Power Reactors. This information is considered proprietary in accordance with 10 CFR 2.390 and it supplements the information contained in the related examination report for your facility which will be issued shortly.

As indicated in Enclosure 1, the completed ES-501-2, Power Plant Licensing Examination Results Summary, ten individuals were administered the examination and eight passed.

Per ES-501 Section E.4.a., for the two applicants who failed the upgrade examination, please submit a written plan to John Caruso, Chief Examiner, of how the Reactor Operator (RO) licensees comply with the requirements of 10 CFR 55.53(e), (f), and (h) and 10 CFR 55.59(a) before they resume active duty ROs.

The NRC will not be issuing licenses for four of the applicants who passed - as explained in Section ES-501, paragraph D.3.c. - until you certify in writing that they have acquired all of the training and experience for which they were previously granted a waiver.

One of these four applicants additionally meets the criteria of having a written examination with a passing grade of 84 percent or below on an SRO-only portion (if the RO portion was waived). The license is normally held for review until those applicants who failed the examination have had an opportunity to appeal their license denials. After resolving potential changes from any appeal, the NRC will issue a license if their final grade remains above 80 percent. Should changes results in their final grade being below 80 percent, the NRC will send a proposed denial letter, which will outline response options.

In accordance with your Systems Approach to Training (SAT) Program, we expect that you will review these results and provide appropriate remedial training for the individual independent of the overall pass status. The applicants have authorized the release of this information to your facility by signing Block 19A of their license applications (i.e., NRC Form 398).
