SUMMARY
OF MEETING ON MARCH 31, 2009, TO DISCUSS LICENSEE PLANS TO SUBMIT POWER UPRATE APPLICATIONS (TAC NOS. ME0922, ME0923, AND ME0924)
On March 31, 2009, members of the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives from Entergy Operations, Inc. (Entergy, the licensee), at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, MD. The licensee was accompanied by representatives from its contractor, General Electric Hitachi Nuclear Energy (GEH). The meeting was a Category 1 public meeting.
The meeting was requested by the licensee to discuss its plans to submit extended power uprate applications for Grand Gulf Nuclear Station, Unit 1 (GGNS) and James A. FitzPatrick Nuclear Power Plant and a stretch power uprate application for Palisades Nuclear Plant.
Currently, the licensee expects its earliest application to be in July 2010 for GGNS.
The licensee presented an overview of its licensing and engineering organization for the power uprate project, followed by a discussion of its objectives for the uprates and its projected submittal schedules for the applications. In addition to the uprate submittals, the licensee's plan includes related submittals; for example, at GGNS, Entergy is planning to move to 2-year fuel cycles, to implement a new power range neutron monitoring system, and to request the use of GEH's maximum extended load line limit analysis (MELLLA+) topical report to provide an expanded power-flow map. In addition, Entergy has also considered its plans to apply for license renewal. The licensee discussed these related submittals for each plant and its plans to submit the applications so that they would not be "linked" to one another, in accordance with the guidance of the NRC Office of Nuclear Reactor Regulation (NRR) Office Instruction L1C-109, "Acceptance Review Procedures." The licensee also briefly addressed other topics of interest, including containment overpressure credit, large transient testing, and steam dryers.
The NRC staff provided comments for consideration by the licensee in the preparation of its applications.
