RE: Response to NRC RAI re Relief Request for Code Classification of Piping Connected to Pressurizer Vapor Space Attachments: RAI Response (Follow-up).doc Mohan -

In response to this e-mail from you last week, I am forwarding a follow-up response from our Engineering ISI group. (See attached.)

If this follow-up response is not sufficient, I suggest we schedule a phone call to further discuss the reviewers concern. Please let me know if or when you and your reviewer would like to have such a call.

RE: Response to NRC RAI re Relief Request for Code Classification of Piping Connected to Pressurizer Vapor Space Scott/Tom:

In the email below, the NRC staff reviewer says that you have not provided adequate justification for not performing Class I fatigue analysis. Could you please provide an adequate justification, so that the review can proceed to completion.

Thank you for your cooperation.

Mohan C Thadani Senior Project Manager Plant Licensing Branch IV Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation (301) 415-1476 Mohan.Thadani@nrc.gov Mohan:

Sorry this took so long.

The response is not adequate. It isn't clear what is the significance of considering the 1-1/2 x 3/4 reducer a fitting, as far as ASME Class 1 fatigue analysis is concerned. If the 1-1/2 end of the reducer is attached to ASME Class 1 piping, this end is not exempted from a Class 1 fatigue analysis, even though the 3/4 end is exempted. They have not provided adequate justification for not doing the Class 1 fatigue analysis of the 1-1/2 end.

Thanks.

Mark.
