STEAM GENERATOR TUBE INSPECTION REPORT (TAC NO. MD8392)

Dear Mr. Sena:

By letter dated March 18, 2008, as supplemented by letter dated October 10, 2008, FirstEnergy Nuclear Operating Company, (licensee) submitted information summarizing the results of the 2007 steam generator tube inspections performed during the eighteenth refueling outage at Beaver Valley Power Station, Unit No.1, in accordance with Technical Specification (TS) 5.6.6.1.

The Nuclear Regulatory Commission (NRC) staff has completed its review of these reports and concludes that the licensee provided the information required by their TS and that no additional follow-up is required at this time. The NRC staff's review of the reports is enclosed.

REVIEW OF THE 2007 STEAM GENERATOR TUBE INSERVICE INSPECTION REPORTS BEAVER VALLEY POWER STATION, UNIT NO.1 DOCKET NUMBER 50-334 By letter dated March 18, 2008 (Agencywide Documents Access and Management Systems (ADAMS) Accession No. ML080800448), as supplemented by letter dated October 10, 2008 (ADAMS Accession No. ML082900489). FirstEnergy Nuclear Operating Company, (licensee) submitted information summarizing the results of the 2007 steam generator (SG) tube inspections performed during the eighteenth refueling outage at Beaver Valley Power Station, Unit No.1 (BVPS-1), in accordance with Technical Specification (TS) 5.6.6.1.

The SGs at BVPS-1 were replaced in 2006 with Westinghouse Model 54F SGs that contain 3592 thermally-treated Alloy 690 tubes. Each tube has a nominal outside diameter of 0.875 inch and a nominal wall thickness of 0.050-inch. The tubes have been hydraulically expanded into the tubesheet and the stainless steel Type 405 tube support plates contain broached quatrefoil holes (the flow distribution baffle has octafoil shaped holes).

The fall 2007 inspection marked the first inservice inspection since SG replacement. At the end of Cycle 18, the SGs had accumulated 16.85 effective full power months of operation.

The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above.

Based on a review of the information provided by the licensee, the NRC staff concludes that the licensee provided the information required by their TSs. In addition, the SG tube inspections at BVPS-1 appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
