OF TELEPHONE CONFERENCE CALL HELD ON JANUARY 8, 2009, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND SOUTHERN NUCLEAR OPERATING COMPANY, INC., CONCERNING REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Southern Nuclear Operating Company, Inc., held a telephone conference call on January 8, 2009, to discuss and clarify the staffs request for additional information (RAI) concerning the Vogtle Electric Generating Plant, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs RAIs and the applicants responses.

SUMMARY

OF TELEPHONE CONFERENCE VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION JANUARY 8, 2009 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Southern Nuclear Operating Company, Inc., held a telephone conference call on January 8, 2009, to discuss and request clarification of the applicants response to a request for additional information (RAI) concerning the Vogtle Electric Generating Plant (VEGP), Units 1 and 2, license renewal application (LRA).

On November 18, 2008 the staff submitted seven RAIs to Southern Company concerning the aging effects in the Boral used in the spent fuel storage racks.

On December 16, 2008 the applicant submitted its response to the RAIs.

Upon evaluation of the responses, the staff requested that the applicant explain why a specific aging management program was not identified for Boral aging effects. SNC stated their position was that no evidence of degradation of the Boral absorber has been found in the industry and the issue is of low safety significance.

Discussions centered on the use of surveillance coupons used at other plants and the applicants use of the water chemistry program to monitor the spent fuel pool.

Upon further discussion with the staff, the applicant agreed to modify its one time inspection program to include Boral, with a commitment to perform the inspection prior to the period of extended operation. The one time inspection would establish the baseline condition of Vogtle's Boral. The applicant also stated that they would perform an additional inspection at a date to be determined based on the results of the baseline inspection and relevant industry guidance, not to exceed ten years after the baseline inspection.

Although there are no accepted industry practices for an aging management program specifically for Boral, the applicant committed to continue to monitor industry activities and modify its practices based on industry accepted practices.
