UNITED STATES NUCLEAR REGULATORY COMMISSION ADVISORY COMMITTEE ON REACTOR SAFEGUARDS WASHINGTON, D.C. 20555-0001 genTs February 19, 2002 MEMORANDUM TO: Mr. Graham Leitch, Chairman

~L~nse Renewal Subcommittee (B)

FROM: Noel DUd~r Staff Engineer

SUBJECT:

APPLICATION FOR RENEWAL OF OPERATING LICENSES AT NORTH ANNA AND SURRY POWER STATIONS By letter dated May 29, 2001, Virginia Electric and Power Company (Dominion) submitted an application to renew the operating licenses for North Anna Power Station, Units 1 and 2, and Surry Power Station, Units 1 and 2. The Subcommittee on Plant License Renewal is plans to meet on Wednesday July 31,2002, to review the application and the associated safety evaluation report (SER) with open items. The staff is scheduled to issue the SER with open items by June 10, 2002.

The application was submitted in electronic form. Attached are marked-up copies of the table of contents, which identify individual member assignments for reviewing sections of the application. Many of the scoping and screen methodologies, aging management review results, and time-limited aging analyses are the same for the North Anna Power Station and Surry Power Station. A CD ROM, which contains the application and Final Safety Analysis Reports for the Power Stations, is attached.

Dominion is willing to provide a demonstration at the April 2002 Full Committee meeting, during a lunch hour, of the navigational features incorporated on the CD ROM. Please take the time to access the application, locate information, and determine whether a demonstration would be helpful.

Time for reviewing the North Anna/Surry application should be charged evenly between the following Tac Numbers:

MB 1988 - Surry Unit 1, License Renewal (05000280)

MB 1989 - Surry Unit 2, License Renewal (05000281)

MB 1990 - North Anna Unit 1, License Renewal (05000338)

MB 1991 - North Anna Unit 2, License Renewal (05000339)

Attachments:

1. CD ROM with License Renewal Application for North Anna, Units 1&2, and Surry, Units 1&2.
2. Table of Contents, North Anna Power Station, Units 1 and 2, Application for Renewed Operating Licenses.
