Hope Creek Generating Station (HCGS)

Docket No. 50-354 License Amendment Request (LAR) H08-01 PSEG Nuclear LLC (PSEG) submitted the subject amendment request to the Nuclear Regulatory Commission (NRC) on April 25, 2008. The proposed amendment would revise the applicable Technical Specification to remove the restrictions on the operation of the Hydrogen Water Chemistry (HWC) system at low power while maintaining the required Main Steamline Radiation Monitor (MSLRM) functions. This change will permit the operation of the HWC system at low power levels thereby increasing the time that it"is in service.

The New Jersey Department of Environmental Protection's Bureau of Nuclear Engineering reviewed the request in accordance with the requirements of 10 CFR 50.91 (b). We have the following comment based on the fact that the Hope Creek power uplate was implemented after the above license amendment request.was submitted:

Hope Creek should proyide verification that the implementation of the power uprate in 2008 did not result in a significant increase in Main Steam Line background radiation at full power with HWC in service and that the power uprate did not have any adverse impact on the operation of the HWC system at low power.
