ACCEPTANCE FOR REVIEW AND ESTABLISHMENT OF MILESTONE SCHEDULE FOR TSTF TRAVELER 509, REVISION 0, REFORMAT THE CONDITIONS, REQUIRED ACTIONS, AND SURVEILLANCE FOR 3.2.4, QPT (TAC NO. MD9836)

Dear Members of the TSTF,

By letter dated July 2, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML081850186), the TSTF requested that the U.S. Nuclear Regulatory Commission (NRC) review and approve TSTF Traveler 509, Revision 0, Reformat the Conditions, Required Actions, and Surveillance for 3.2.4, QPT [quadrant power tilt], under the Consolidated Line Item Improvement Process (CLIIP).

The NRC staff has completed a preliminary review of your submission and has determined that it is an appropriate submission in that it contains adequate information in order to initiate a more comprehensive review. The enclosed review milestone schedule for the review of TSTF-509, Revision 0, has been established and Technical Assignment Control (TAC) No. MD9836 has been assigned for this task. Current estimates are that it will take approximately 370 staff-hours for the NRC to process TSTF-509, Revision 0.

Section 170.21 of Title 10 of the Code of Federal Regulations requires that TSTF Travelers are subject to fees based on the full cost of the review. You did not request a fee exemption; therefore, staff hours will be billed as requested to the Pressurized Water Reactor Owners Group (PWROG).

Should circumstances lead to anticipated or actual schedule slippage, the causing party should promptly inform and coordinate with the other party to reach a new agreement and publish an appropriately revised schedule. This is of particular importance in connection with TSTF response to NRC staff requests for additional information (RAIs) as failure to provide a timely responsive reply, in accordance with the agreed schedule, or to successfully negotiate a revised schedule, may result in termination of the review process and closure of the TAC. Early completion of any activity will not necessitate schedule revision. Schedule revisions that change the projected Notice of Availability date by more than 2 weeks will be published by letter similar to this and will remain in effect unless superseded by another published schedule.
