SURRY POWER STATION, UNIT NOS. 1 AND 2 - RE-NOTICE OF LICENSE AMENDMENT REQUEST REGARDING REVISION OF TECHNICAL SPECIFICATION 5.0, DESIGN FEATURES (TAC NOS. MD8426 AND MD8427)
Dear Mr. Christian:
This letter is to inform you that the US Nuclear Regulatory Commission (NRC) will re-notice your license amendment application dated April 2, 2008 (Agencywide Documents Access and Management System (ADAMS) No. ML080940287), in the Commission's biweekly Federal Register notice.
After review of your application, the NRC staff concluded that the initial notice published May 20, 2008 (73 FR 29165), did not adequately describe the proposed changes in your application. Your application is being re-noticed to describe the proposed changes in more detail to better characterize your application. The re-notice will supersede the initial notice published.
The specific proposed changes listed in the re-notice include: 1) removing the minimum spray flows for the Containment Spray and Recirculation Spray Subsystems from the technical specifications (TSs), 2) removing the statement from the TSs regarding how draining of the spent fuel pool is prevented and replacing with a statement that would limit draining the spent fuel pool below a certain elevation, and 3) incorporating the spent fuel pool storage capacity of 1044 assemblies into the TSs.
The NRC staff has also considered, and understands the relation of the license amendment application to your Generic Letter 2004-02 extension request letter dated September 5, 2008 (ADAMS No. ML082540495).
