October 27, 2008 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-III-08-012 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

Quad Cities Notice of Unusual Event Due to Onsite Explosion DESCRIPTION:
At 3:03 a.m. Central Daylight Time (CDT) on October 27, 2008, with the Quad Cities Nuclear Plant, Units 1 and 2, operating at full power, the licensee declared a Notice of Unusual Event. The site declared this emergency when an explosion occurred in a building on site that collects wastewater for processing.
The explosion did not significantly impact the operation of the facility and both reactors remained at full power. No injuries occurred as a result of the event.
The cause of the explosion is unknown and is under investigation, but is believed to have occurred as a result of the ignition of flammable gases in the building. There are not believed to be any security issues associated with this event and the licensee has not changed the site security posture.
In response to this event, the NRC entered the Monitoring Mode at 3:58 a.m. CDT and is monitoring this event from the Region III Incident Response Center. The region also has a Resident Inspector on site to monitor the event and provide feedback to the Region III office.
The States of Illinois and Iowa were notified. The information in this preliminary notification has been reviewed with licensee management.
