October 7, 2008 Mr. Timothy J. OConnor Site Vice President Monticello Nuclear Generating Plant Nuclear Management Company, LLC 2807 West County Road 75 Monticello, MN 55362-9637
SUBJECT:
CONFIRMATION OF INITIAL/REQUALIFICATION OPERATOR LICENSE EXAMINATIONS: MONTICELLO NUCLEAR GENERATING PLANT
Dear Mr. OConnor:
In a letter dated July 25, 2008 (L-HU-08-014), Nuclear Management Company requested we schedule initial operator license examinations in February 2009 and in January 2011 at the Monticello Nuclear Generating Plant. We have scheduled the examination requested to be conducted in February 2009 to begin the week of February 23, 2009. The examination requested during the month of January 2011 is actually a request to move a previously scheduled examination from December 2010 to January 2011. Unfortunately, we are unable to accommodate the January 2011 examination requested due to a heavy examination load.
During a telephone call between Mr. G. Allex, Operations Training Supervisor, and Mr. D. McNeil, Senior Operations Engineer, it was decided that Monticello Nuclear Generating Plant would retain the December 2010 examination already scheduled from previous communications. On-site validation of each of these examinations will occur approximately three weeks before the start of the examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.
We understand that your staff will develop the examination unless we determine it is necessary for the NRC to write the examination. The letter indicated each examination has more than nine applicants taking the examinations. Please inform us if the number of candidates for an examination declines below ten as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.
A supplementary letter will be sent to the Monticello Nuclear Generating Plants Training Department approximately 120 days prior to the initial examination informing the training manager of the chief examiner=s name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program.
T. OConnor We have scheduled a Licensed Operator Requalification Training Program Inspection (IP 71111.11) for the week of September 28, 2009. Please inform us at your earliest opportunity if you discover this week is outside of your normally scheduled requalification training program=s annual examinations. If you have any questions concerning this information, please contact Mr. Dell McNeil of my staff at 630-829-9737.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the Electronic Reading Room page of the NRC=s public Web site at http://www.nrc.gov/reading-rm/adams.html.
Sincerely,
/RA/
