Dear Mr. Christian:
By letter dated March 25, 2008 (Agencywide Documents and Management System Accession No. ML080920781), Dominion Nuclear Connecticut, Inc. (DNC) submitted a license amendment request to revise the Millstone Power Station Unit Nos. 2 and 3 Technical Specifications (TS) regarding deletion of E Bar definition and the revision of the Reactor Coolant System Specific Activity TS.
The U.S. Nuclear Regulatory Commission staff has reviewed the information DNC provided and determined that additional information is required in order to complete the evaluation as set forth in the Enclosure.
The draft questions were sent to Mr. Bill Bartron, of your staff, to ensure that the questions were understandable, the regulatory basis for the questions was clear, and to determine if the information was previously docketed. During a discussion with your staff on September 22, 2008, it was agreed that you would provide a response by October 6, 2008.

Enclosure REQUEST FOR ADDITIONAL INFORMATION DELETION OF E BAR DEFINITION AND REVISION TO THE REACTOR COOLANT SYSTEM SPECIFIC ACTIVITY TECHNICAL SPECIFICATION MILLSTONE POWER STATION UNIT NOS. 2 AND 3 DOCKET NUMBERS 50-336 AND 50-423 By letter dated March 25, 2008 (Agencywide Documents and Management System Accession No. ML080920781), Dominion Nuclear Connecticut, Inc. (DNC) submitted a license amendment request (LAR) to revise the Millstone Power Station Unit 2 (MPS2) and Unit 3 (MPS3) Technical Specifications (TS) regarding deletion of E Bar definition and the revision of the Reactor Coolant System (RCS) Specific Activity TS. In order for the U.S. Nuclear Regulatory Commission (NRC) staff to complete its review of the documents listed above, the NRC staff needs the following additional information:

The MPS2 TS limited condition of operation (LCO) 3.4.8 (page 3/4 4-13 of the MPS2 TS) currently includes non-applicability of Specification 3.0.4 in ACTION a only. However, insert (Attachment 2 of the LAR) for MPS2 TS LCO 3.4.8 relocates the non-applicability Specification 3.0.4 to proposed ACTION steps b as well as d. Proposed ACTION step b is equivalent to the current action step a. Provide an explanation for stating, Specification 3.0.4 is not applicable, in proposed MPS2 LCO 3.4.8 ACTIONS d.
