Dear Mr. Lott:
The Board of County Commissioners for Calvert County, Maryland forwarded us your letters dated January 24, 2008, and April 15, 2008, regarding development of a waste incineration facility to generate electricity in southern Maryland. The Nuclear Regulatory Commission (NRC) regulates the civilian use of nuclear power and would not be involved in either the construction or promotion of this type of facility. In the event that such a facility is formally proposed in the vicinity of the Calvert Cliffs Nuclear Power Plant, NRCs role would be limited to reviewing the hazard analysis associated with postulated industrial accidents that could adversely impact the safe operation of the Calvert Cliffs facility. A more detailed discussion of the staffs hazard analysis review and acceptance criteria can be found in Standard Review Plan 2.2.3, Evaluation of Potential Accidents, of NUREG-0800, Review of Safety Analysis Reports for Nuclear Power Plants. Finally, the NRC does not offer grants for areas outside of our jurisdictional authority.
