Pursuant to 10 CFR 26.71(d)*, enclosed is the semiannual Fitness For Duty (FFD) Program performance data for the above listed plants belonging to Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC), and Florida Power Corporation, now doing business as Progress Energy Florida, Inc. (PEF). The enclosed report provides FFD Program performance data for personnel subject to the requirements of 10 CFR 26*, for the period January 1, 2008 through June 30, 2008.

As allowed in the March 31, 2008, Federal Register Notice that issued the final 10 CFR 26 rule, Progress Energy is deferring the implementation of portions of the revised rule. Therefore, this report is being made in accordance with 10 CFR 26 that was in place prior to April 30, 2008, the effective date of the revised rule.

This document contains no new regulatory commitments.

OF MANAGEMENT ACTIONS Unescorted access for the individuals with confirmed positive tests was denied or revoked as applicable.

EVENTS REPORTED BY TELEPHONE UNDER 10 CFR 26.73 A non-licensed contract employee supervisor had a confirmed positive for illegal drugs during a random fitness-for-duty test. The employee's access to the plant has been terminated.
