KICKOFF FOR RISK ANALYSIS OF THE FAILURE OF THE JOCASSEE AND KEOWEE DAMS TO ASSESS THE POTENTIAL EFFECTS ON THE SAFE SHUTDOWN FACILITY AT THE OCONEE NUCLEAR STATION
Dear Mr. Freudenberger:
Thank you for informing the U.S. Nuclear Regulatory Commission (NRC) staff of the planned work to reassess the risk to the Oconee Nuclear Station from external flooding events. This reassessment could be useful and informative in a number of risk-informed regulatory contexts.
For example, a risk-informed licensing action that conformed to the American Society of Mechanical Engineers (ASME) probabilistic risk assessment (PRA) standard would benefit from having a realistic flooding risk analysis.
While the subject of the risk reassessment is of interest to the NRC, we do not plan to attend the kickoff meeting between you and your contractor scheduled for September 15 through 19, 2008.
If you believe it valuable, we would be willing to meet with you to discuss the results of that meeting and any plant reanalysis.
Our August 15, 2008, letter to you focused on the protection of the Oconee facilities in the event of a flooding situation taking into consideration the level of protection from flooding events and the available defense-in-depth.
