LIST OF FOLLOW-UP QUESTIONS FOR THE TELEPHONE CONFERENCE CALL FOR BEAVER VALLEY POWER STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION June 02, 2008 In this telephone conference call, the U.S. Nuclear Regulatory Commission (the NRC or staff) and representatives from FirstEnergy Nuclear Operating Company (FENOC) discussed follow-up questions for the Request for Additional Information (RAI) ENV 3.0-1 for replacement activities of the Beaver Valley Power Station (BVPS) Unit 2 steam generators (SG). The RAI ENV 3.0-1 response dated April 25, 2008 section on air quality was discussed. The following questions were posed to the applicant. Full responses have been formally submitted by FENOC as supplemental responses to original RAI ENV 3.0-1, and were subsequently docketed under oath and affirmation. A summary of the responses is included below:

1) In Response to Refurbishment RAI ENV 3.0-1, in attachment L-08-125, dated April 25, 2008, on page 8 of 14, under Air quality during refurbishment (Non-attainment and maintenance areas) it is stated that, the small amount of disturbed area and implementation of best management practices (e.g., watering, silt fences, covering soil piles, etc.) would minimize the amount of fugitive dust generated during construction. Please provide procedures for these best management practices for minimizing the amount of fugitive dust generated during Unit 2 replacement.

Response - BVPS does not currently have specific procedures for implementing best management practices to minimize the amount of fugitive dust. However, such projects are reviewed to identify potential impacts and establish appropriate controls to minimize or eliminate the impacts. Also, National Pollutant Discharge Elimination System (NPDES) erosion and sedimentation permits are required for construction activities.

2) In Response to Refurbishment RAI ENV 3.0-1, in attachment L-08-125, dated April 25, 2008, on page 9 of 14, the Pittsburgh-Beaver Valley ozone area VOC and NOx emissions budgets for the year 2011 are provided. Does FENOC expect emissions from Unit 2 SG replacement to be below these limits based on previous SG replacement/similar projects?

Response - Emissions from a postulated Unit 2 SG replacement would be expected to be below volatile organic compounds (VOC) and nitrogen oxides (NOx) emissions budgets for the year 2011.

3) In Response to Refurbishment RAI ENV 3.0-1, in attachment L-08-125, dated April 25, 2008, on page 9 of 14, it is stated that the State Implementation Plan (SIP) for PM2.5 is soon due for submittal to the EPA (April, 2008). The cited conformity was, therefore, based on 2002 levels.

Did EPA approve new emission budgets for PM2.5? Are they available? If not, when they will be available?

Response - The Pennsylvania Department of Environmental Protection (PADEP) has not submitted the State Implementation Plan (SIP) for the Pittsburgh-Beaver Valley nonattainment area. The submittal date for the Pittsburgh-Beaver Valley SIP is unknown.

4) In Response to Refurbishment RAI ENV 3.0-1, in attachment L-08-125, dated April 25, 2008, on page 10 of 14, it is stated that a screening analysis of ground-level ozone and PM2.5 impacts from 2,300 workers was performed. What are the total direct and indirect anticipated emissions during Unit 2 SG replacement? What does the value of 0.36 percent of the projected daily VMT during the 2011 ozone season derive from?

Response - The anticipated direct and indirect PM-2.5 emissions during the postulated 70-day Unit 2 SG replacement outage would be 0.36 tpy PM-2.5 and 18.28 tpy NOx. For ozone emissions, there would be no direct emissions. Anticipated indirect ozone emissions would be 230.23 Kg/day NOx and 130.61 Kg/day VOC. The 0.36 percent figure, is derived from the Air Quality Conformity Determination Pittsburgh Transportation Management Area (Letter L-08-125, Ref. 4, Table 17), where the projected daily VMT for the Pittsburgh-Beaver Valley area during the 2011 ozone season is 63,241,699 miles. Based on the assumption that each worker would commute 50 miles each way, the VMT each day would be 230,000 miles, which is approximately 0.36 percent of the projected daily VMT during the 2011 ozone season.
