SUBJECT:
ST. LUCIE NUCLEAR PLANT, UNIT 2 - CLOSURE OF CONFIRMATORY ACTION LETTER NRR-07-028 (TAC NO. MD4178)
Dear Mr. Stall:
On March 20, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-028 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070780319) regarding dissimilar metal welds in the pressurizer at St. Lucie Unit 2. This letter acknowledges receipt of Florida Power and Light Company (FPL) letter dated February 21, 2008 (ADAMS Accession No. ML080660074),
informing the NRC of actions taken in response to this CAL.
In that letter, FPL stated that the St. Lucie Unit 2 pressurizer had six piping nozzle welds that were originally made with alloy 82/182 weld materials. These included the pressurizer surge line, spray line, three safety lines and a relief nozzle.FPL also stated that during the fall 2007 refueling outage, all six piping nozzle welds were mitigated. The pressurizer surge and relief nozzle-to-safe end welds were mitigated by full structural weld overlays. The pressurizer spray and safety nozzle-to-safe end welds were cut out and replaced with stainless steel.
Based on your letter, the NRC has found that all the commitments listed in the CAL and supporting commitment letters (ADAMS Accession Nos. ML070330591 and ML070590514) have been met. No further response is required regarding the CAL. We consider the CAL closed. As such, it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system. Technical Assignment Control No. MD4178 has been closed.
Thank you for informing us of the actions documented in your letter. These actions may be examined during a future NRC inspection of your facility.
Current NRC guidance regarding CALs is contained in the NRC Enforcement Policy and the NRC Enforcement Manual, which are available at the NRC web site at http://www.nrc.gov/about-nrc/regulatory/enforcement.html (click on Enforcement Policy or Enforcement Guidance) or by contacting the Government Printing Office (GPO) toll-free at 1-888-293-6498. The GPO is open from 7:00 a.m. to 9:00 p.m. EST, Monday through Friday (except Federal holidays).
J.
In accordance with Title10, Code of Federal Regulations, Section2.390 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the NRC=s document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm.html.
Sincerely,
/RA/
