Withdrawal of Exelon Generation Company, LLC, License Amendment Request Related to Proposed One-Time Changes to Technical Specifications Section 3.4.3.1, Reactor Coolant System Leakage Detection Systems

Letter dated November 16, 2007, from P. B. Cowan, Exelon Generation Company, LLC, to USNRC, "Proposed One-Time Changes to Technical Specifications Section 3.4.3.1, Reactor Coolant System Leakage Detection Systems" In the referenced letter, Exelon Generation Company, LLC (Exelon), requested one-time changes to the Technical Specifications (TS), Appendix A of Operating License No. NPF-85 for Limerick Generating Station (LGS), Unit 2. Specifically, the one-time changes were proposed because the drywell unit cooler condensate flow rate monitoring system became inoperable and could not be repaired on line. The proposed one-time changes were requested to be in effect until the next refuel outage currently scheduled for the Spring of 2009, or the next shutdown of sufficient duration to allow for drywell unit cooler condensate flow rate monitoring system repairs, whichever came first.
On February 1, 2008, an automatic actuation of the Limerick, Unit 2, reactor protection system occurred. The decision was made to bring the unit to cold shutdown and make a containment entry to effect repairs on, among other things, the drywell unit cooler condensate flow rate monitoring system. License Amendment Request Withdrawal One-Time Changes to TS 3.4.3.1 (RCS Leakage Detection Systems)
Docket No. 50-353 March 28, 2008 Page 2 rate monitoring system was declared operable on February 4,2008. Therefore, Exelon hereby withdraws the referenced license amendment request.
