Pursuant to 10 CFR 26.71 (d), enclosed is the semiannual Fitness For Duty (FFD) Program performance data for the above listed plants belonging to Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC), and Florida Power Corporation, now doing business as Progress Energy Florida, Inc. (PEF).

The enclosed report provides FFD Program performance data for personnel subject to the requirements of 10 CFR 26, for the period July 1, 2007 through December 31, 2007.
