SUBJECT:
SHEARON HARRIS NUCLEAR PLANT, UNIT NO. 1 - CLOSURE OF CONFIRMATORY ACTION LETTER NRR-07-027 (TAC NO. MD4155)
Dear Mr. Duncan:
On March 22, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-027 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070780413) regarding dissimilar metal welds in the pressurizer at Shearon Harris Nuclear Power Plant (HNP), Unit No. 1. This letter acknowledges receipt of the HNP letter dated November 30, 2007 (ADAMS Accession No. ML080110506) informing the NRC of actions taken in response to this CAL.
In the letter, HNP stated that during the recently completed refueling outage 14 (RFO14), HNP installed and inspected the required full structural weld overlays on the subject pressurizer Alloy 82/182 butt welds. A stress analysis summary, demonstrating that the pressurizer nozzles will perform their intended design functions with the weld overlays, was submitted on October 19, 2007 (ADAMS Accession No. ML072990086). The final ultrasonic examination of the weld overlays, completed on October 13, 2007 (ADAMS Accession No. ML073030491),
found no indications requiring disposition or repairs to the weld overlay material or base metal.
Based on HNPs letters, the NRC has determined that all the commitments listed in the CAL and supporting commitment letter (ADAMS Accession No. ML070650468) have been met. No further response is required regarding CAL No. NRR-07-027, and the CAL is now considered closed. As such, it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system. This action closes TAC No. MD4155.
Thank you for informing the NRC of the actions documented in the HNP letters. These actions may be examined during a future NRC inspection of the HNP facility.
Current NRC guidance regarding CALs is contained in the NRC Enforcement Policy and the NRC Enforcement Manual, which are available on the NRC web site at http://www.nrc.gov/about-nrc/regulatory/enforcement.html (click on Enforcement Policy or Enforcement Guidance) or by contacting the Government Printing Office (GPO) toll-free at 1-888-293-6498. The GPO is open from 7:00 a.m. to 9:00 p.m. Eastern Standard Time, Monday through Friday (except Federal holidays).
In accordance with Title 10 of the Code of Federal Regulations, Section 2.390, and the NRC's "Rules of Practice," a copy of this letter and your response will be made available electronically for public inspection in the NRC Public Document Room or from the NRC=s document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm.html.
