SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 -
APPROVAL OF EXTENSION REQUEST FOR COMPLETION OF CORRECTIVE ACTIONS RE: GL 2004-02, "POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY RECIRCULATION DURING DESIGN BASIS ACCIDENTS AT PRESSURIZED WATER REACTORS" (TAC NOS. MC4714 AND MC4715)
Dear Mr. Rosenblum:
The U.S. Nuclear Regulatory Commission (NRC) has reviewed the information provided in Southern California Edison's (SCE, the licensee) letter dated December 31, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML080080420),
regarding Generic Letter (GL) 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized Water Reactors. The letter stated that certain internal reviews of documents addressing GL 2004-02 for the San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS 2 and 3), would not be completed by December 31, 2007, as called for in the GL, and that the documents would be finalized prior to SCEs supplemental response to GL 2004-02, which will be submitted prior to February 29, 2008, as authorized by the NRC in its letter dated November 30, 2007 (ADAMS Accession No. ML073320176), to the Nuclear Energy Institute (NEI).
Your letter states that the remaining activities needed to address GL 2004-02 are completion of internal reviews for (1) debris head-loss calculations, (2) a chemical effects head-loss summary report, (3) a calculation of containment spray and high-pressure safety injection net positive suction head margins, and (4) downstream effects calculations.
The letter states that SONGS 2 and 3 considers its request to fall under Case 1 in the NRC staffs letter to the NEI dated November 8, 2007 (ADAMS Accession No. ML073060581), on the subject of plant-specific extension requests for completion of corrective actions for GL 2004-02.
The November 8, 2007, letter states that Case 1 applies to plants that have completed enough testing and analysis to have confidence that they have satisfactorily resolved the issues associated with strainer performance and GL 2004-02, but cannot complete necessary internal reviews in time to submit the final results to the NRC by the end of 2007. The November 8, 2007, letter also notes that the NRC considers these situations of very low safety significance.

Rosenblum Based on your statement that SONGS 2 and 3 fall under the Case 1 as defined in NRC letter dated November 8, 2007, the NRC staff concludes that it is acceptable to extend completion of specified corrective actions (internal reviews of analysis and test results) at SONGS 2 and 3 beyond December 31, 2007, such that completion of corrective actions for GL 2004-02 will be reported to the NRC by February 29, 2008.
