January 30, 2008 Mr. William R. Campbell, Jr.
Chief Nuclear Officer and Executive Vice President Tennessee Valley Authority 6A Lookout Place 1101 Market Street Chattanooga, TN 37402-2801
SUBJECT:
SEQUOYAH NUCLEAR PLANT, UNIT 1 - CLOSURE OF CONFIRMATORY ACTION LETTER NO. NRR-07-026 (TAC NO. MD4184)
Dear Mr. Campbell:
On March 29, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-026 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070800017) regarding dissimilar metal welds in the pressurizer at Sequoyah Nuclear Plant (SQN), Unit 1. This letter acknowledges receipt of your letter dated December 26, 2007 (ADAMS Accession No. ML080110108) informing the NRC of actions taken in response to this CAL.
In your letter, you stated that Tennessee Valley Authority has completed mitigation of the Alloy 600 pressurizer nozzle-to-pipe welds for SQN Unit 1 and submitted results of the examinations by letter dated October 26, 2007 (ADAMS Accession No. ML073040011). The final weld overlay ultrasonic examination was completed on October 21 during the SQN Unit 1 Cycle 15 refueling outage.
Based on your letters, the NRC finds that all the commitments listed in the CAL and supporting commitment letter (ADAMS Accession No. ML070610093) have been met for SQN Unit 1. No further response is required regarding the CAL. We consider the CAL closed. As such, it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system. This action closes TAC No. MD4184.
Thank you for informing us of the actions documented in your letter. These actions may be examined during a future NRC inspection of your facility.
Current NRC guidance regarding CALs is contained in the NRC Enforcement Policy and the NRC Enforcement Manual, which are available at the NRC web site at http://www.nrc.gov/about-nrc/regulatory/enforcement.html (click on Enforcement Policy or Enforcement Guidance) or by contacting the Government Printing Office (GPO) toll-free at 1-888-293-6498. The GPO is open from 7:00 a.m. to 9:00 p.m. EST, Monday through Friday (except Federal holidays).
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and your response will be made available electronically for public inspection in the NRC Public Document Room or from the NRC=s document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm.html.
Sincerely,
/RA/
