Dear TSTF Members:
By letter dated August 31, 2007, (Agencywide Documents and Management System (ADAMS)
Accession No. ML072430830), the Technical Specifications Task Force (TSTF) submitted TSTF Traveler TSTF-500, Revision 0, DC Electrical Rewrite - Update to TSTF-360 to the staff for review. At that time, you requested a fee waiver under 10 CFR 170.11(a)(1)(iii). However, in accordance with the letter dated October 1, 2007 (ADAMS Accession No. ML07274052), the Office of Chief Financial Officer denied your fee waiver request.
By letter dated October 31, 2007, (ADAMS Accession No. ML073060229), you requested a fee-billable review. The NRC staff has performed an acceptance review of the TSTF-500. We have found that the material presented is sufficient to begin our comprehensive review. The tentative schedule and milestones for issuing TSTF-500 are as follows:

Publish Notice of Availability in FR 11/01/2008 The staff estimates that the review will require approximately 200 staff hours including project management time. The review schedule milestones and estimated review costs were discussed and agreed upon in a telephone conference between Brian Mann and the NRC staff on December 20, 2007.
Section 170.21 of Title 10 of the Code of Federal Regulations requires that TSTF Travelers are subject to fees based on the full cost of the review. Therefore, staff hours will be billed as requested to the Pressurized Water Reactors Owners Group.
