Subject:
Oconee Nuclear Station Docket No. 50-270 Steam Generator Inservice Inspection 2EOC21 3 Month Report Gentlemen:
On May 14, 2007, Oconee Nuclear Station notified NRC Region II staff, by telephone, of a case where information supplied to the NRC was not accurate in all material respects. This letter is provided, pursuant to 10 CFR 50.9 Sections (a) and (b), to further document the erroneous information.
Specifically, Duke Energy (DUKE) submitted the Unit 2 End of Cycle 21 (2EOC21) Steam Generator Inservice Inspection 3 Month Report by letter dated February 23, 2006. In Enclosure A of that report, Duke indicated that 15,630 tubes had been inspected on the 2B Steam Generator. Enclosure B indicated a total of 31,257 tubes inspected between the 2A and 2B Steam Generators. It has now been discovered that these numbers were in error, as documented in Oconee Problem Identification Process (PIP) 07-2685, initiated May 13, 2007.
During the Steam Generator Inservice Inspection for the current Unit 2 outage, (2EOC22) discrepancies were noted between current and past inspection data.
Misidentification of tubes during AREVA 2EOC21 inspections resulted in a failure to inspect 33 tubes in the 21 Steam Generator during that outage.
Therefore, it appears at this time that 15,597 Unit 2B tubes (31,224 total 2A and 2B) were actually inspected during the 2EOC21 outage.

Mr. William D. Travers, Administrator, Region II May 15, 2007 Page 2 The 33 tubes inadvertently omitted from inspection during 2EOC-21 have been inspected during the current outage inspection (2EOC-22) with acceptable results.
Therefore, this event is considered to be of no significance with respect to the health and safety of the public.
Duke has requested that AREVA perform an investigation into the root cause of this error and provide a report including the cause and appropriate corrective actions. Duke will implement corrective actions as needed to minimize the potential for recurrence.
Duke will submit additional information to correct or clarify the 2EOC21 3 Month Report.
Please address any questions to Randall P. Todd at (864) 885-3418.
