MEETING ANNOUNCEMENT - PUBLIC MEETING-OCONEE NUCLEAR STATION DOCKET NOS. 50-269, 50-270 and 50-287
Dear Mr. Hamilton:
This letter confirms the telephone conversation between Mr. Graham Davenport of your staff and myself on November 6, 2007, concerning a Regulatory Performance Meeting (Category One public meeting) which has been scheduled for December 5, 2007, from 10:30 a.m. to 12:30 p.m. (EST). The meeting notice, which provides additional details, is enclosed. The purpose of this meeting is to discuss the performance deficiencies, lessons learned, and the proposed corrective actions associated with the two White findings and White performance indicator (PI) in the Mitigating Systems Cornerstone that resulted in the performance of all three Oconee Units being in the Degraded Cornerstone Column of the NRCs Action Matrix from the fourth quarter 2006 to the third quarter 2007. More specifically, this degraded Mitigating Systems performance was reflective of: (1) a fourth quarter 2006 White finding involving the failure to implement adequate foreign material exclusion controls for the Unit 3 reactor building emergency sump; (2) a third quarter 2006 White finding involving the failure to effectively control maintenance activities, which resulted in a breach of the standby shutdown facility external flood protection barrier; and (3) a fourth quarter 2006 emergency AC power system White PI resulting from the unavailability of Keowee Hydro-electric Unit 2 due to an extended forced outage. The required supplemental inspection of these three White issues and the resultant degraded performance was completed on August 31, 2007, and the results were reported in NRC Supplemental Inspection Report 05000269,270,287/2007009, dated October 12, 2007.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records (PARS) component of NRC's Agencywide Document Access and Management System (ADAMS).
