Dear Mr. Godfrey:
Enclosed is Permit No. 4911-033-0030-V-02-1 for the construction and operation of temporary boiler package for chemical cleaning ofsteam generators at Vogtle Electric Generating Plant. This pennit also serves to acknowledge that this change qualifies as a Section 502(b)(10) change to the Part 70 source. Please notethat, except as noted in this amendment, Permit No. 4911-033-0030-V-02-0 is still in full effect.
This permit is not transferable nor is it valid ifthe processes or equipment involved are modified or changed from the configuration permitted.
Any future construction or modification which may result in air pollution or which would affect permitted air pollution control equipment would require an additional amendment to the Permit Appropriate application forms will be supplied upon request. The application should be submittedfar enoughin advance ofany critical date to allowtime for review, discussion, and revision ofplans ifnecessary.

Director Environmental Protection Division This modification qualifies as a Section 502(b)(10) change to the Part 70 source in accordance with Georgia Air Quality Control Rule 391-3-1-.03(10)(b)(5).
This Permit is conditioned upon compliance with all provisions of The Georgia Air Quality Act, O.C.G.A. Section 12-9-1, et seq, the Rules, Chapter 391-3-1, adopted or in effect under that Act, or any other condition of this Permit and PermIt No. 4911-Q33-o030-V-Q2-0. Unless modified or revoked, this Permit expires upon issuance of the next Part 70 Permit for this source.
This Permit may be subject to revocation, suspension, modification or amendment by the Director for cause including evidence of noncompliance with any of the above; or for any misrepresentation made in Application No.
lV-16721 dated April 26, 2006 any other applications upon which this Permit or Permit No. 4911-o33-0030-V-Q2~O are based; supporting data entered therein or attached thereto; or any subsequent submittal or supporting C1ata; or for any alterations affecting the emissions from this source.

The boiler fires ultra low sulfur, #2 diesel fuel exclusively and has a maximum heat input of26.2 MMBtuIhr. The boiler will only operate during cleaning and estimated operating time is 250 hours0.00289 days <br />0.0694 hours <br />4.133598e-4 weeks <br />9.5125e-5 months <br />.
After cleaning is complete the boiler will be returned to the vendor.

Except where an applicable requirement specifically states otherwise. the averaging times ofany of the Emissions Limitations or Standards included in this permit are tied to or based on the run time(s) specified for the applicable reference test method(s) or proceduresrequired for demonstrating compliance.

Excess emissions: (means for the purpose ofthis Condition and Condition 6.1.4, any condition that is detected by monitoring or record keeping which is specifically defined, or stated to be, excess emissions by an applicable requirement) 1.
None required to be reported in accordance with Condition 6.1.4.
b.
Exceedances: (means for the purpose ofthis Condition and Condition 6.1.4, any condition that is detected by monitoring or record keeping that provides data in tenus ofan emission limitation or standard and that indicates that emissions (or opacity) do not meet the applicable emission limitation or standard consistent with the averaging period specified for averaging the results ofthe monitoring) 1.
Any time during which fuel burned in the temporary boiler has a: sulfur content greater than 0.5 percent, by weight.

Excursions: (means for the purpose ofthis Condition and Condition 6.1.4, any departure from an indicator range or value established for monitoring consistent with any averaging period specified for averaging the results ofthe monitoring) 1.

Ifa temporary boiler installed at the facility that must meet the requirements of Condition No.s 3.3.2 and 3.3.4, the Permittee shall submit reports to the Division accotding to the schedule in Condition 6.1.4. The reports shall contain the following information:

Records of fuel supplier certification. as required in Condition 3.4.5 and a certified statement signed by a responsible official that the records of fuel supplier certifications submitted represent all of the fuel oil combusted during the reporting period.

502(b)(lO) PERMIT FOR PART 70 SOURCE VogUe Electric Generating Plant 6.2 Specific Record Keeping and Reporting Requirements Permit No.: 4911-033-0030-V-02-1 6.2.2 For a temporary boiler installed at the facility that must meet the requirements ofCondition No.s 3.3.2 and 3.3.4, the Permittee shall retain records of fuel consumption in the temporary boiler for five years after the date and year of record.
The records shall be available for inspection or submittal to the Division upon request and contain:

Name ofthe fuel oil supplier and a certification from the fuel oil supplier that each fuel shipment meets the specifications for distillate oil in 40 CPR 60.41c.

Quantity ofeach fuel burned per month.
6.2.3 The Permittee shall maintain a log indicating the date of construction, heat input per hour, and the dates ofoperation for a temporary boiler.
