METHODOLOGIES (TAC NOS. MD6561 AND MD6562)

Dear Mr. Blevins:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated August 16, 2007, TXU Generation Company LP (subsequently renamed Luminant Generation Company LLC) submitted Technical Specification (TS) changes to reflect the results of the cycle-specific safety analysis for Comanche Peak Steam Electric Station, Units 1 and 2 for NRC review in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.90.

The NRC Instrumentation and Controls Branch has completed its review of your application and has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter. You are requested to respond to the request for additional information (RAI) within 30 days from the issuance of this letter.

Please note that the NRC Reactor Systems Branch is also reviewing your application and may request additional information at a later date.

The NRC staff considers that timely responses to RAIs help ensure sufficient time is available for NRC staff to complete its review and contribute toward the NRCs goal of efficient and effective use of staff resources.

REQUEST FOR ADDITIONAL INFORMATION RELATED TO REVIEW ASSOCIATED WITH TECHNICAL SPECIFICATION CHANGES TO REFLECT THE RESULTS OF THE CYCLE-SPECIFIC SAFETY ANALYSIS LUMINANT GENERATION COMPANY LLC COMANCHE PEAK STEAM ELECTRIC STATION, UNITS 1 AND 2 DOCKET NOS. 50-445 AND 50-446 The License Amendment Request 07-006 proposes Technical Specification (TS) changes associated with Reactor Trip System Instrumentation (Table 3.3.1-1) and Engineered Safety Feature Actuation System Instrumentation (Table 3.3.2-1) Allowable Values for Comanche Peak Steam Electric Station, Units 1 and 2. To support the U.S. Nuclear Regulatory Commission's assessment of the acceptability of these changes, you are requested to provide the following additional information:

1. For the changes to the Allowable Values in TS Tables 3.3.1-1 and 3.3.2-1, provide the following information:

Setpoint Calculation Methodology: Provide documentation (including sample calculations) of the methodology used for establishing the limiting setpoint (or NSP) and the limiting acceptable values for the As-Found and As-Left setpoints as measured in periodic surveillance testing as described below. Indicate the related Analytical Limits and other limiting design values (and the sources of these values) for each setpoint.

2. For the Functional Unit 14, Steam Generator Water Level Low-Low, Table 3.3.1-1, Reactor Trip System Instrumentation, the Narrow Range Instrument Span (Unit 2) was revised to 34.9 percent. Explain why notes (q) and (r) are not applicable.
3. For the Functional Unit 5b, Steam Generator Water Level-High High (P14),

Table 3.3.2-1, Engineered Safety Features Actuation System Instrumentation, the Narrow Range Span (Unit 2) was revised to 82.0 percent. Explain why notes (q) and (r) are not applicable.

4. For the Functional Unit 6c, Steam Generator Water Level Low-Low, Table 3.3.2-1, Engineered Safety Features Actuation System Instrumentation, the Narrow Range Span (Unit 2) was revised to 34.9 percent. Explain why notes (q) and (r) are not applicable.
