D. C. COOK NUCLEAR PLANT, UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION REGARDING PROPOSED AMENDMENT ON EMERGENCY DIESEL GENERATOR STEADY STATE FREQUENCY (TAC NOS. MD5899 AND MD5900)

Dear Mr. Rencheck:

In a letter dated June 27, 2007, Indiana Michigan Power Company applied for an amendment regarding emergency diesel generator maximum steady state frequency. The Nuclear Regulatory Commission (NRC) staff reviewed the information transmitted by that letter and has generated draft questions, which had been e-mailed to your staff (Accession No. ML072890047) on October 15, 2007. The NRC staff discussed the draft questions with your staff in a telephone conference on November 14, 2007. As a result of that discussion and subsequent internal deliberation, the NRC staff revised draft Questions 4 and 5, and finalized the enclosed Request for Additional Information (RAI).

REQUEST FOR ADDITIONAL INFORMATION D.C. COOK NUCLEAR PLANT, UNITS 1 AND 2 PROPOSED AMENDMENT ON DIESEL GENERATOR MAXIMUM STEADY STATE FREQUENCY (1)

Clarify how the panel instrument errors are accounted for in the proposed emergency diesel generator (EDG) frequency values indicated in the Technical Specifications (TS).

Provide the EDG manufacturer=s various ratings for the EDGs, such as the continuous and the short-time ratings.

(3)

State which Nuclear Regulatory Commission (NRC) Regulatory Guides, Institute of Electrical and Electronics Engineers Standards, or other guidance documents (and the revision numbers of those documents) to which D.C. Cook is committed for the purposes of EDG design and testing.

(4)

Provide a summary of the latest EDG sizing calculation, including a copy of the purpose, assumptions, and conclusions section of the calculation.

The NRC staff has identified an issue with D.C. Cook=s EDG voltage values in TS 3.8.1.

The voltage values indicated in the surveillance requirements (SRs) of TS 3.8.1 are lower than the minimum degraded voltage function allowable value indicated in TS SR 3.3.5.3, which is not acceptable (see NRC Information Notice 2007-09, "Equipment Operability Under Degraded Voltage Conditions," ADAMS Accession No. ML070390066). Since the voltage values are contained within the same sentences in the TS that are affected by the proposed amendment to change the frequency values, the NRC staff cannot approve the amendment request knowing that there is a deficiency with the voltage values. Please propose how D.C. Cook plans to proceed regarding this issue and its effects on the proposed amendment.
