MILLSTONE POWER STATION, UNIT NO. 2 - REVIEW DATE CHANGE FOR PROPOSED REVISION TO TECHNICAL SPECIFICATION PRESSURIZER POWER OPERATED RELIEF VALVES TESTING (TAC NO. MD6631)

Dear Mr. Christian:

By letter dated February 16, 2007, Dominion Nuclear Connecticut, Inc. (DNC) submitted an amendment for consideration to the Nuclear Regulatory Commission (NRC). The proposed amendment would revise Technical Specification 3/4.4.3, Reactor Coolant System, Relief Valves to modify the method of testing the pressurizer Power Operated Relief Valves (PORVs).

Specifically, the requirement for bench testing the valves is changed to accommodate testing of the PORVs while installed in the plant. The change is requested due to the installation of new PORVs that are welded to the piping rather than bolted into the system.

The NRC staff endeavors to complete routine licensing actions within 12 months of receipt of the application. DNC requested a ten-month review of the proposed amendment, which may be insufficient time for the NRC staff to complete its review of the application. Per discussion with William Bartron of your staff on November 7, 2007, DNC has stated that they understand the potential for a year-long review period.
