ASSESSMENT FOLLOW-UP LETTER - BRUNSWICK STEAM ELECTRIC PLANT-UNIT 1

Dear Mr. Scarola:

On November 5, 2007, the NRC staff completed a quarterly review of Brunswick Steam Electric Plant. The assessment evaluated performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of your safety performance during this period and our plans for a future inspection at your facility. This letter supplements, but does not supercede, our annual assessment letter issued on August 31, 2007.

Our review of Brunswick identified that you have crossed the threshold from Green to White for the Cooling Water Systems Unavailability PI for Unit 1 for the third quarter of calendar year (CY) 2007. In a subsequent conversation Mr. Randall Musser, of my staff, had with you on October 30, 2007, the crossing of the Green threshold was confirmed. As a result, we have assessed that Brunswick Units 1 performance continues to be in the Degraded Cornerstone column of the NRCs Action Matrix based on one previously identified White inspection finding involving the inoperability of EDG #1, and two White performance indicators, (MSPI -

Emergency AC Power and MSPI - Cooling Water Systems). A supplemental inspection in accordance with Inspection Procedure 95002, Inspection For One Degraded Cornerstone or Any Three White Inputs in a Strategic Performance Area, was completed in August 2007, to review the White inspection finding and White Emergency AC Power Performance Indicator.

Currently, we are in the process of making a determination of what additional actions will be performed by the NRC.

We recognize that your root cause analysis has not been finalized for the White Cooling Water Systems Performance Indicator which precludes the NRC from determining its course of action.

Once we receive and review your root cause analysis, we will contact you to schedule any additional actions.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
