SALEM NUCLEAR GENERATING STATION, UNIT NOS. 1 AND 2, AND HOPE CREEK GENERATING STATION - REQUEST FOR ADDITIONAL INFORMATION ON THE RESPONSE TO GENERIC LETTER 2007-01 (TAC NOs. MD4336, MD4375, AND MD4376)

Dear Mr. Levis:

On February 7, 2007, the Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2007-01, AInaccessible or Underground Power Cable Failures That Disable Accident Mitigation Systems or Cause Plant Transients@ (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070360665). The GL requested licensees to:

(1) Provide a history of inaccessible or underground power cable failures for all cables that are within the scope of Title 10 of the Code of Federal Regulations (10 CFR)

Section 50.65 (the Maintenance Rule) and for all voltage levels indicate the type, manufacturer, date of failure, type of service, voltage class, years of service, and the root causes of the failure.

(2) Describe inspection, testing and monitoring programs to detect the degradation of inaccessible or underground power cables that support emergency diesel generators, offsite power, emergency service water, service water, component cooling water and other systems that are within the scope of 10 CFR 50.65.

PSEG Nuclear LLC (PSEG) provided its response to GL 2007-01 for Salem Nuclear Generating Station, Unit Nos. 1 and 2 (Salem), and Hope Creek Generating Station (Hope Creek), in two letters dated May 7, 2007 (ADAMS Accession Nos. ML071350409 and ML071360120, respectively). The NRC staff has reviewed your submittals and has determined that additional information is needed to clarify the information that was provided. Specifically, your submittals indicated that there was no history of failures for inaccessible or underground power cables that are within the scope of 10 CFR 50.65 for Salem and Hope Creek. PSEG is requested to confirm that its review included the history of cable failures that occurred prior to July 10, 1996.

10 CFR 50.65(c) states, The requirements of this section shall be implemented by each licensee no later than July 10, 1996. The NRC staff is concerned that licensees may have excluded cable failures from the GL 2007-01 responses if the cable failures occurred prior to July 10, 1996 (or the licensee's implementation date of the Maintenance Rule). The NRC staff provided additional guidance on how licensees should determine which cable failures are within the scope of GL 2007-01 in its letter to the Nuclear Energy Institute dated April 13, 2007 (ADAMS Accession No. ML070940311). This letter stated to include cable failures that can be

W. Levis searched for in an electronic database, regardless of the actual date of the failure. If the responses to GL 2007-01 for Salem and Hope Creek excluded cable failures that occurred prior to July 10, 1996, provide the data for these failures as requested in the GL.
