SUMMARY

OF SEPTEMBER 11 B 12, 2007, MEETING WITH FENOC TO DISCUSS THE LICENSEE=S IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUEST DATED AUGUST 3, 2007 (TAC NO. MD6398)

On September 11, 2007, and September 12, 2007, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FirstEnergy Nuclear Operating Company (FENOC) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee=s August 3, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML072200448), license amendment request for conversion to improved technical specifications (ITSs) for Davis-Besse Nuclear Power Station, Unit No. 1 (DBNPS). A list of attendees is provided as Enclosure 1.

On the first day of the meeting, the NRC staff presented information concerning the ITS conversion in-scope items and beyond-scope items (BSIs), pending application acceptance review items, preliminary project schedule and milestones, and the project plan revision process.

The licensee and NRC agreed on the preliminary project schedule with the understanding that, since the NRC=s work planning had not yet been completed, it does not include the BSI=s that have already been identified and any additional BSIs that may be discovered during the review.

It was understood that this could impact the current schedule dates. The NRC staff stated that NRC will provide a more detailed schedule so the licensee will know when to expect the issuance of final requests for additional information (RAIs) for each section.

The licensee advised that, during the month of January, 2008, DBNPS will be in a refueling outage, which may challenge the RAI response turnaround due to limited resources. However, the licensee stated that they will still be able to provide some support using core ITS members.

The NRC and licensee agreed to conduct bi-weekly status calls throughout the project.

On the second day of the meeting, the NRC staff presented training materials for the staff=s utilization of the ITS question and answer database. (See ADAMS Accession No. ML072560056 for the NRC=s Day 2 slide presentation).

Members of the public were not in attendance. Public Meeting Feedback forms were not received.
