SUBJECT:

DAVIS-BESSE NUCLEAR POWER STATION, UNIT NO. 1 - IMPROVED TECHNICAL SPECIFICATIONS CONVERSION MILESTONE SCHEDULE (TAC NO. MD6398)

Dear Mr. Allen:

By letter to the Nuclear Regulatory Commission (NRC) dated August 3, 2007, FirstEnergy Nuclear Operating Company (FENOC) submitted an application requesting to amend the operating license for the Davis-Besse Nuclear Power Station, Unit No. 1 (DBNPS). FENOC has proposed to revise the current technical specifications to the improved technical specifications (ITS) consistent with improved standard technical specifications as described in "Standard Technical Specifications Babcock and Wilcox Plants," Revision 3.1 (STS). STS Revision 3.1 is the December, 2005, update to NUREG-1430, which was published June 2004.

Enclosed is a copy of the revised milestone schedule for the ITS for DBNPS. The milestone date for the NRC issuance of the final ITS and safety evaluation is November 15, 2008.

This revised schedule will supersede the schedule which was previously sent to you by our letter dated February 4, 2008, on the same subject. We have already discussed this revised schedule with members of your staff, and we will continue to conduct weekly status calls between FENOC and NRC staffs to facilitate completion of the review.

If you have any questions regarding this letter, please contact me at 301-415-4037.

Sincerely,

/RA/
