OF JULY 25, 2007, OPEN MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP (BWROG) ON NEDO-33148, SEPARATION OF LOSS OF OFFSITE POWER FROM LARGE BREAK LOCA (TAC NO. MD2917)

On July 25, 2007, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the BWROG at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss draft responses to NRC staff requests for additional information (RAIs) regarding the review of NEDO-33148. A list of attendees is enclosed.

The BWROG representatives presented draft responses to NRC staff RAIs. The RAIs were provided to the BWROG in letter dated June 15, 2007 (Agencywide Documents Access and Management System (ADAMS) accession number ML071630548). The presentation slides, which contain the draft RAI responses, are available in ADAMS as accession number ML072710084. Because of NRC staff concerns regarding the Brookhaven National Laboratory methodology for estimating the conditional probability of loss-of-offsite power given and large break loss-of-coolant accident, currently in the topical report, the BWROG is proposing an alternate methodology developed by the Electric Power Research Institute (EPRI) for consideration. Representatives of the EPRI provided a presentation explaining the methodology during the meeting. The presentation is available in ADAMS as accession number ML072710096.

In general, the NRC staff stated that they needed much more specific and detailed responses to the RAIs than indicated by the slides. The BWROG representatives stated that the slides were summarizing information only and that more detailed responses would be provided. The NRC staff had comments to several of the RAI responses, which have been listed below.

Electrical Engineering Branch RAI 2a:

Ensure that the issues addressed in GSI-171 are addressed.

Electrical Engineering Branch RAI 2b:

The first two bullets are confusing and the NRC staff suggested that BWROG replace them by simply stating that the modifications improve double sequencing situation.

Probabilistic Risk Assessment (PRA) branch RAI 3:

The BWROG should use the arithmetic mean, but can propose to use the geometric mean.

PRA branch RAI 11, Post-exemption licensing basis table:

Use a more descriptive phrasing than use MAAP in the Large (LBLOCA) 10"< ID column.

Systems Branch RAI 2:

Discuss implementation in RAI response The BWROG representatives stated that they would revise the draft RAI responses based on feedback received during the meeting and planned to submit formal RAI responses by the end of September. Members of the public were not in attendance. Public Meeting Feedback forms were not received.
