The amendments consist of changes to the Technical Specifications (TSs) in response to your application dated January 31, 2007.
These amendments revise the TSs to remove requirements that are no longer applicable due to the completion of the control room intake/booster fan modifications.

1.0 INTRODUCTION
By application dated January 31, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070390053), Duke Power Company LLC (Duke, the licensee), requested changes to the Technical Specifications (TSs) for the Oconee Nuclear Station, Units 1, 2, and 3 (Oconee 1/2/3).
The proposed changes would revise the TSs to remove requirements that are no longer needed due to the completion of the control room intake/booster fan modifications. The changes are administrative in nature.
2.0 REGULATORY EVALUATION
The proposed amendments are administrative in nature; therefore, there are no specific regulatory requirements associated with the proposed amendments.
3.0 TECHNICAL EVALUATION
By letter dated June 1, 2004, the NRC staff issued Amendment Nos. 338, 339, and 339 to Renewed Facility Operating Licenses DPR-38, DPR-47, and DPR-55, respectively, for Oconee 1/2/3. These amendments added notes that allowed additional Completion Time to implement the control room intake/booster fan modifications. These modifications have been completed; therefore, these notes are no longer needed. Therefore, the NRC staff concludes that removal of these notes is acceptable.
4.0 STATE CONSULTATION
In accordance with the Commission's regulations, the South Carolina State official was notified of the proposed issuance of the amendments. The State official had no comments.
5.0 ENVIRONMENTAL CONSIDERATION
Pursuant to 10 CFR 51.21, 51.32, and 51.35, an environmental assessment and finding of no significant impact was published in the Federal Register on November 6, 2007 (72 FR 62684).
Accordingly, based on the environmental assessment, the Commission has determined that issuance of these amendments will not have a significant effect on the quality of the human environment.
6.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
