Beaver Valley Power Station, Unit Nos. 1 and 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 License Renewal Application Pursuant to the Code of Federal Regulations, Title 10, Parts 50, 51 and 54, FirstEnergy Nuclear Operating Company (FENOC) hereby applies for renewal of Facility Operating License Number DPR-66 for the Beaver Valley Power Station (BVPS) Unit 1, and Facility Operating License Number NPF-73 for BVPS Unit 2.
The current Facility Operating Licenses for BVPS Unit 1 and Unit 2 expire at midnight, January 29, 2016.
and May 27, 2027, respectively. By this application, FENOC requests that both BVPS Facility Operating Licenses be extended for 20 years beyond their current expiration dates to midnight, January 29, 2036 for Unit 1, and May 27, 2047 for Unit 2.
The application also applies to renewal of the source, special nuclear, and by-product materials licenses that are subsumed in the facility operating licenses.
The License Renewal Application (LRA) is enclosed. It consists of the signed original BVPS LRA for both Unit 1 and Unit 2, in accordance with 10 CFR Part 2 Subpart A, 10 CFR 50.4, and 10 CFR 50.30. FENOC submits the BVPS LRA in accordance with the applicable NRC operating license renewal requirements set forth in 10 CFR Parts 51 and
- 54.
Submittal of the application meets the timeliness requirements of 10 CFR 54.17(c) and 10 CFR 2.109(b).
The LRA includes an environmental report, entitled "Applicant's Environmental Report -
Operating License Renewal Stage,"
prepared in accordance with 10 CFR 54.23 and Subpart A of 10 CFR 51.
FENOC has determined that the LRA provides the appropriate administrative, technical, and environmental information sufficient to support the findings required by 10 CFR 54.29.
As required by 10 CFR Part 54, actions have been identified to manage the effects of aging on the structures and components subject to aging management review, such that their intended functions will be maintained consistent with the current licensing basis during the renewed terms of operation for BVPS Unit 1 and Unit 2.

Beaver Valley Power Station, Unit Nos. 1 and 2 License Renewal Application Page 2 The technical information relating to plant design contained in the LRA is complete and accurate as of May 15, 2007. As required by 10 CFR 54.21(b), current licensing basis changes that have a material effect on the content of this application will be identified in an amendment to the LRA at least annually while the application is under NRC review and at least three months before scheduled completion of the NRC review.
In conjunction with submittal of the enclosed LRA, FENOC submitted a pressurized thermal shock assessment (letter L-07-116 dated August 27, 2007), which provides projected values for the reference temperature (RTpTS) evaluated for end-of-license (EOL) fluence corresponding to the end of the period of extended operation (i.e.,
60 years), as required by 10 CFR 50.61(b)(1).
FENOC commits to include the license renewal future commitments in appropriate internal action tracking programs at Beaver Valley, and this commitment is listed in the attached Commitment List. The license renewal future commitments for BVPS Unit 1 and Unit 2 are contained in the enclosed LRA, Appendix A, Table A.4.-1 and Table A.5-1, respectively.
