CALLAWAY PLANT, UNIT 1 - CLOSURE OF CONFIRMATORY ACTION LETTER NRR-07-013 (TAC NO. MD4138)

Dear Mr. Naslund:

By letter dated March 29, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070680123) regarding dissimilar metal welds in the pressurizer nozzle and piping at Callaway Plant, Unit No. 1 (Callaway). The CAL confirmed actions that would be taken at Callaway in the spring 2007 refueling outage regarding pressurizer DM butt welds containing Alloy 82/182 material. In your letters dated January 31 and February 28, 2007 (ULNRC-05360 and ULNRC-05373, ADAMS Accession Nos. ML070380277 and ML070670457, respectively), you described commitments that addressed: (1) completion schedules for inspection/mitigation of the welds; (2) reactor coolant system (RCS) leak monitoring frequency, action levels, and actions; and (3) reporting requirements.

This letter acknowledges receipt of your letters dated May 4 and July 9, 2007 (ULNRC-05413 and ULNRC-05424, ADAMS Accession Nos. ML071300382 and ML071980376, respectively),

informing the NRC of the actions taken in response to the CAL. In your letters, you stated that during the last refueling outage at Callaway Plant (i.e., spring 2007), full structural weld overlays were installed for the pressurizer safety, relief, spray, and surge line nozzle welds, and that appropriate inspections were performed in accordance with the qualification requirements of the industry's Performance Demonstration Initiative on the pressurizer weld overlays following their installation during the outage.

Based on our review of your letters dated May 4 and July 9, 2007, the NRC has found that the commitments listed in the CAL and the supporting commitment letters dated January 31 and February 28, 2007, have been met. Therefore, no further response is required from you regarding the CAL for Callaway, and we consider the CAL closed. As such, it is no longer necessary for you to implement the enhanced inspection and RCS leakage monitoring requirements that were listed in the CAL. The actions taken in response to the CAL may be examined during a future NRC inspection at Callaway.

This completes NRC staff action for this CAL and closes the subject TAC No. MD4138. If you have any questions concerning this letter, contact Jack Donohew, Project Manager for Callaway at 301-415-1307, or via e-mail at jnd@nrc.gov.
