OF SITE AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION FOR SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 (TAC NO. MC3611)From June 4, 2007, to June 7, 2007, a review team consisting of the U.S. Nuclear RegulatoryCommission (NRC) staff and contractors from Lawrence Livermore National Laboratory (LLNL)participated in a site audit at the Shearon Harris Nuclear Power Plant (HNP), related to theenvironmental review of the HNP license renewal application. The primary goal of the site visitwas to review documentation, gather information to ensure that environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) are met, and to interface with officials in State government agencies to obtain relatedinformation. Enclosure 1 is a list of NRC, LLNL, State of North Carolina, and Carolina Power & LightCompany (CP&L) representatives who participated in the site audit. Enclosure 2 is a table ofdocuments provided by CP&L to assist the NRC staff in its review of the HNP EnvironmentalReport. These documents are publicly available, and can be found at the AgencywideDocuments Access and Management System (ADAMS); the accession numbers are listed inEnclosure 2. .On June 4, 2007, the environmental review team visited several locations in the vicinity of theHNP site including: the confluence of Buckhorn Creek and Cape Fear River, the BuckhornDam, the gauging station at Buckhorn Creek, and the Wake County Park.During June 5-7, 2007, the environmental review team participated in a general site tour of theHNP site with CP&L staff. The general site tour focused on areas relevant to the environmentalreview, including the intake structure, discharge structure, cooling tower, water samplinglocations, site structures, site environs, and the site of a potential new nuclear unit. During therest of the site audit, the team members examined the data used by CP&L in preparation of theEnvironmental Report and also met with CP&L representatives with correspondingenvironmental expertise.The staff participated in various activities, including tours of the radioactive waste processingareas, the wastewater treatment plant, the meteorological tower and instruments, thetransmission line rights of way, and the intake structure. During a boat tour, team members examined the intake structure, the intake bays, the dischargestructure, the Harris reservoir main dam and the general condition of the Harris Reservoir. During the boat tour the NRC staff also examined the general ecological condition of the HarrisReservoir and several wetlands along the reservoir shore.At the conclusion of the site visit, the NRC staff summarized the status of the review with CP&Lrepresentatives. NRC indicated that several references used during the preparation of theShearon Harris Environmental Report would be formally requested of CP&L.
