OF MAY 17, 2007, OPEN SENIOR MANAGEMENT MEETING WITH THE BOILING WATER REACTOR (BWR) OWNERS GROUP (BWROG)

On May 17, 2007, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the BWROG at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. This was a senior management meeting to discuss various issues related to BWRs. A list of attendees is enclosed.

The BWROG presented information on recent changes in the BWROG executive oversight committee membership, an overview of the higher priority and recently rejected BWROG submittals, and discussed several BWROG identified issues, including extended power uprates, strainers, Title 10 of the Code of Federal Regulations Section 50.46a rulemaking, and containment overpressure credit. The presentation materials are available in the Agencywide Documents Access and Management System (ADAMS) under accession number ML071500096.

The NRC staff discussed issues related to: (1) dissimilar metal buttwelds, (2) heavy loads handling, (3) digital instrumentation and control (I&C), and (4) emergency core cooling system (ECCS) gas intrusion. A status summary of each issue follows:

The ultrasonic testing (UT) data from Duane Arnold Energy Center on the dissimilar metal buttwelds is under review by an NRC contractor. A report from the contractor is expected the end of May 2007. The NRC staff will schedule a meeting with affected licensees and the Electric Power Research Institute after reviewing the contractors independent assessment of the UT data.

The NRC staff is developing a regulatory information summary (RIS) to ensure heavy loads handling processes are within the current licensing basis. The RIS is expected to be issued in June 2007.

The NRC staff is developing an integrated project plan with all the digital I&C issues to be completed by the end of June 2007.

The NRC staff issued a proposed generic communication, Managing Gas Intrusion in Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems, for public comment on May 17, 2007. Copies of the proposed generic communication were passed out to the meeting attendees and are available in the ADAMS under accession number ML070400103. The proposed generic communication addresses the impact of gas intrusion on ECCS operability and proposes a definitive approach for addressing the issue.

During the conclusion of the meeting, the BWROG and the NRC staff summarized action items, which included the following:

The BWROG and the NRC staff will develop a way to better track topical report (TR) implementation after approval, (2)

The BWROG and the NRC staff will plan and begin meeting on BWROG interim guidance for steam dryers - NRC point of contact (POC), P. Hiland, Division of Engineering, (3)

The BWROG and the NRC staff will set up a meeting in late summer to discuss the BWR history and course of action regarding the Generic Safety Issue-191 strainer issues, specifically chemistry effects and downstream effects in BWRs - NRC POC, J. Golla, Division of Policy and Rulemaking (DPR),

The BWROG and the NRC staff will conduct a telephone call to address the TR NEDC-33148, Separation of LOOP [loss-of-offsite power] from Large Break LOCA

[loss-of-coolant accident], request for additional information concerns - NRC POC, M. Honcharik, DPR, and (5)

The BWROG will confirm the date of the committee meeting and the NRC staff will look into issuing the RIS on heavy loads handling to support the committee meeting.

Members of the public were in attendance. Public Meeting Feedback forms were not received.
